Consultancy Services for Preparation of District, Urban & Local Physical Development Plans (PDPs) for Cluster A Refugee Hosting Districts in Uganda
Following the successful implementation of the first phase of the Uganda Support to Municipal Infrastructure Development (USMID) Program, the Government of Uganda, with additional financing from the World Bank/IDA, embarked on the second phase of the USMID-AF Program. This five-year initiative aimed to bolster urban infrastructure investments, strengthen the institutional capacities of municipal Local Governments (LGs) and the Ministry of Lands, Housing, and Urban Development (MoLHUD), and support refugee-hosting local governments. The goal was to enhance the capabilities of local governments to manage refugee influxes and provide critical infrastructure to drive local economic development.
The interventions were designed to reduce vulnerability, build resilience, and improve the interaction and coexistence between refugees and host communities by delivering essential infrastructure and services. The specific objective of this assignment was to develop integrated physical development plans for Arua, Terego and Madi-Okollo districts. These plans incorporated socio-economic development proposals and ensured comprehensive stakeholder engagement throughout the planning process, aligning with the broader goals of sustainable development and community integration.
